The Urban League of Hampton Roads, Inc. is a US Department of Housing and Urban Development (HUD) HUD Approved Counseling Agency that has been Empowering People & Changing Lives since 1978. The Housing and Financial Capabilities Center EDUCATES and EMPOWERS individuals and families seeking to improve their housing options within the Hampton Roads area.
We offer comprehensive one-on-one counseling and workshops designed to safeguard homeownership and prevent homelessness. Counselors at the Urban League of Hampton Roads, Inc. are certified from the Virginia Association of Housing Counselors and seek to provide information and access to affordable housing in each of the 7 cities that we serve.
In 2013-2014, the Housing Program had over 1,000 one-on-one counseling sessions and educated over 400 people through workshops that:
- Provided guidance to future homeowners so they understand the entire Home buying process, which may be the largest purchase of their life.
- Help existing homeowners address their needs and navigate the many options regarding refinancing or resolving mortgage delinquency through our Foreclosure Prevention services.
- Assisted the homeless and renters in distress to help them secure permanent, safe and affordable housing.

Pre-Purchase Housing Success Story
Ms. Anita Keener was a client seen in 2015 for a Pre-Purchase Counseling appointment and due to a foreclosure she had 5 years ago, she decided it was not the right time to purchase a home. During the counseling session, the counselor suggested for her to take the First Time Homebuyer’s Class when she decides to become a homeowner. Ms. Keener attended the class through another non-profit organization in August of 2019. She reached out to our office for an appointment. She was scheduled on September 16, 2019 to attend a pre-purchase counseling appointment on September 25, 2019.
Ms. Anita Keener is a single, non-Hispanic, white female that lives and share an apartment with her adult daughter. Anita works 2 jobs: City of Hampton- as a full-time War Coordinator and Home Depot – as a part-time Sales Associates. During the counseling appointment, Ms. Keener expressed how she enjoyed the FTHB class she attended and the speakers were able to answer her questions. The counselor discussed the importance of purchasing a home, reviewed her credit report and discussed any discrepancies. The counselor contacted a lender to see if the Bankruptcy on her credit reports would affect her in purchasing a home. Also during the appointment, the counselor informed Ms. Keener about lead based paint in homes before 1978, developed a spending plan and an action plan for her to follow.
In our discussion, Ms. Keener’s credit scores were credit ready but she did not have enough save for down payment and closing cost. She decided she will begin saving $100 – $200 a month to reach her goal. When the counselor completed “How Much I Afford”, the amount was $207,000. Anita also used one of the Lenders that the counselor recommended. In discussing with her lender, she was able to receive First Responder down payment assistance. Ms. Keener has purchased a 3 bedroom and 2.5 bathrooms in Hampton, Virginia at $187,000.
Her daughter stays with her and assists with the mortgage payment and household expenses. Ms. Anita Keener’s received a conventional loan with a fixed interest rate of 4.25%. Since purchasing her home, Ms. Anita Keener is very proud of her accomplishments in being able to save money, keep her credit “credit ready” and complete the task of becoming a very happy HOMEOWNER!!!!!
